I think preclimate is just for the main heater.
To bring the general temperature up, get rid of frosted windows etc. If the preclimate has done it's job, you probably don't need heated seats aswell! That's a bit excessive.
I think, as you discovered, it returns it to how you last had it. It's summer here, but if I have the seat ventilation on when I shutdown then it comes back on when I remotely enable pre-climate, although I don't think I've tried that first thing in the morning. Have you tried turning the seat heat on before you shutdown the night before? If that doesn't work, maybe it times out after some time and leaves them off until you manually next turn them on.
Sometimes my EQC starts seat heat, sometimes not. Same with steering wheel heater.

From MercedesMe-app you can choose seat heater on.
OK, I did an overnight experiment and the seat vent didn't come on with pre-climate in the morning, so same behaviour as you report with your heat seater. I guess it resets that state after some hours of being off.

Where do you see that?
My app is in Finnish, but go "Pre-Heating" -> "Temperature" -> "Seat".
Excellent, thanks! I'd never needed to change the temperature setting, so I'd never gone into that page. Works great.

I can't get the pre-heating to activate the seats or the steering wheel, even though it's set to "on" in the app.

In the infinate wisdom of The MB Engineers (or lack of) they have programmed the Pre-entry Climate control not to operate the seat heaters when there is a higher Ambient air temperature. I found that I can make the Heated seats come on very time by setting the required temperature to 28 degs C or at High (Max) The heated seats will work every time. It took months to work it out by experimenting. Not such a good design, but this workaround works for me on my 2021 EQC 400. As usual the MB dealer shrugged the shoulders as they checked the complaint and found no issue. Hmmm Wakey wakey Mercedes Engineers - what were you thinking?. The app says run the heated seats but they didnt say the say the ambient temperature needs to be very low. In our New Zealand Winters I love to get into a toasty warm car. So I have now worked out how to do that. As a side issue I find that the temperature setting needs to be higher than one would think, so in general The heating system on the EQC could be greatly improved. Otherwise I love my EQC.

I have found I need to set the heating to at least 28degC for the seats to heat. They only run for 5 to 10 minutes which is normal. Ambient temperature sees to play a part in this because the seats only heat when it’s very cold outside - like 6-8 degsC.

Thank you for your reply, is that on the Mercedes’ me app? So i need to set my temperature on the app at 28 degrees they should come on?

Yes either in the app or on the console. I usually go to the high setting as the preheat is only on for about 10 15 mins anyway and if im late back to the car its got a bit of residial heat remaining in the cabin. The preheat setting comes on at the last temperature setting,
